There are a number of reasons for this. First, there is the growing importance, in all countries, of external trade in GNP. Then, the liberalisation of the movement of capital, combined with restrictive monetary policies in some countries, has encouraged the establishment of an increasingly deversified network of offshore financial centres. Finally, to meet the new challenges to the world economy, particularly following the two oil crises, there have been changes in the international banking system resulting amongst other things, in the increasing importance of private financing flows as oposed to government lending
