Since the past thirty years, Dr Manmohan Singh has occupied a pivotal position in the Indian economic and political scenario. While his appointment as the Union Finance Minister in the year 1991 was unexpected, his path-breaking economic reforms of introducing the policies of liberalisation and globalisation remain the plinth on which the Indian economy stands today. His selection as Prime Minister in 2004 was a surprise as Sonia Gandhi declined the position and conferred the responsibility on him. The Indian economic ship sailed briskly under his leadership and braved the 2008 global recession and transformed the rural sector at the same time. However, at the end of his tenure, he became a target of an extensive defamation campaign from the Bhartiya Janata Party and its supporters. The agitation of Anna Hazare and Arvind Kejriwal played a significant role in this campaign. The media also had a role to play. As a consequence, his tenure was stormy, and this book attempts to understand the sequence of events that finally created a fertile ground for Narendra Modi to be the Prime Minister of the country. The book tries to examine the role of the anti-corruption movement, the Rashtriya Swayamsevak Sangh and the media in ensuring the character assassination of Dr Singh, Sonia Gandhi and the Congress Party. However, the policies, decisions and flagship programs of his government were hard to ignore for the new government under Narendra Modi. Apart from Dr Singh’s stint as a Finance Minister for five years and then later as a Prime Minister, this book also covers the first three years of the Modi government, right till the Budget of 2017. The decision on demonetization and its impact is also a part of this book.

अपनी कृतियों के प्रति रचनाकार के हृदय में स्नेह स्वाभाविक है। इसके बावजूद गत 50 वर्षों में जो कुछ भी लिख सका, उसे करीने से सम्हाल नहीं सका। परिणाम स्वरूप अनेक रचनाएं काल के प्रवाह के साथ बह कर विस्मृति के सागर में समा गईं। हास्य-व्यंग्य की रचनाओं की एक डायरी किसी मित्रा की विशेष अनुकम्पा की भेंट चढ़ गई। इसका कारण समयाभाव अथवा कार्यक्षेत्रा की विषमताओं से अधिक मेरा आलस्य ही रहा जो हमेशा एक हिमालय बन कर मुझे रोकता रहा।मेरी ऐसी प्रकृति से परिचित मित्रों और स्वजनों के दबाव का परिणाम बन कर 1992 में सामने आया - ’’ख़त आषाढ़ के‘‘, जो मेरी कुछ कविताओं और ग़ज़लों का एक ऐसा संकलन था जिससे उन्हें किंचित सन्तोष मिला होगा, परन्तु मैं असन्तुष्ट रहा।विषयानुकूल और विधानुकूल रचनाओं की अलग-अलग सम्पूर्ण प्रस्तुति का विचार इस असन्तोष का कारण बना और अनाहूत, बबूलोें के तले और कुएंॅ में भंॅाग क्रमशः सम्पूर्ण कविता संग्रह, ग़ज़ल संग्रह और हास्य-व्यंग्य रचनाओं के संकलन के रूप में 1999 में तैयार हुए। सम्पूर्णता का विचार करके ही अनाहूत में उन कविताओं को भी शामिल किया था जो ख़त आषाढ़ के में प्रकाशित हो चुकी थीं। 1992 में प्रकाशित ख़त आषाढ़ के और 1999 में मुद्रित अनाहूत की प्रतियों की अनुपलब्धता इस इलैक्ट्रानिक संस्करण की प्रस्तुति का मुख्य कारण है।मुख्य रूप से अगली पीढ़ी को समर्पित-

गत 50 वर्षों में लेखन की विभिन्न विधाओं में यथा कविता, ग़ज़ल, हास्य रचनाएँ {गद्य एवं पद्य} यदा-कदा लिखता रहा। वर्ष 1969 में प्रतिष्ठित पत्रिका धर्मयुग में पहली हास्य रचना {इस संकलन की प्रथम रचना} के प्रकाशन के बाद यदा-कदा रचनाओं का प्रकाशन विभिन्न पत्रिकाओं एवं स्थानीय समाचार पत्रों से होता हुआ वर्ष 1992 में ख़त आषाढ़ के प्रकाशन तक पहँचा जो मेरी कुछ कविताओं और ग़ज़लों का प्रथम मुद्रित संकलन था। इस पुस्तक में हास्य-व्यंग्य की एक भी रचना नहीं थी। इसका कारण था हास्य-व्यंग्य की रचनाओं की एक डायरी का लापता होना जो किसी मित्र की विशेष अनुकम्पा की भेंट चढ़ गई। फलस्वरूप, हास्य रचनाओं का प्रथम मुद्रित संकलन वर्ष 1999 में तब सामने आया जब विषयानुकूल और विधानुकूल रचनाओं की अलग-अलग सम्पूर्ण प्रस्तुति का विचार मन में आया। वर्ष 1999 में अनाहूत, बबूलोें के तले और कुँए में भाँग क्रमशः सम्पूर्ण कविता संग्रह, ग़ज़ल संग्रह और हास्य-व्यंग्य रचनाओं के संकलन के रूप में तैयार हुए।आज लगभग 20 वर्षों के बाद इन तीनों पुस्तकों और ख़त आषाढ़ के की प्रतियाँ अनुपलब्ध हैं। दूसरी ओर इन 20 वर्षों के दौरान नई रचनाओं का सृजन भी होता रहा। इसी बीच ई-बुक्स का दौर भी आ गया।अनाहूत, बबूलोें के तले और कुँए में भाँग को ई-बुक्स के रूप में नई रचनाओं को मिलाकर स्वप्रकाशित करने का विचार का परिणाम हैं ये प्रकाशन। इनमें अनाहूत और कुँए में भाँग पूर्व नाम के साथ प्रस्तुत हैं जबकि बबूलोें के तले नए नाम सुकून-ए-ख़ातिर नाम से प्रस्तुत है। दस्तावेज के रूप में तैयार ये विभिन्न संकलन मुख्य रूप से अगली पीढ़ी को समर्पित हैं -

Global climate change is a major issue confronting policymakers worldwide, andthere is widespread scientific acceptance of the reality of climate change and itsadverse consequences In terms of economic analysis, greenhouse gas emissions(GHG), which cause planetary climate changes, represent both an environmentalexternality and the overuse of a common property resource. The paper is premisedaround the hypothesis that tax policy can be used to address climate concerns bymaking less Green House Gas intensive purchases and investments more financiallyattractive. However, in the absence of an international framework capping GHGemissions, countries adopting mitigation policies incur costs that would not existunder global cooperation such as the loss of competitiveness and emissions leakage.A consumption tax based on the carbon footprint of a product levied on all productsat the point of purchase by the final end-user, regardless of where the goods areproduced using a Credit-method would be capable of addressing these concerns ofemissions leakage and loss of competitiveness, while being WTO compliant. Theauthor intends to test the feasibility and effectiveness of such a carbon consumptiontax in the Indian Context.
