<p>The volume consists of an overview and seven country studies, written by leading scholars from both developed and developing countries. The overview lays out a unifying framework for thinking about economic growth as a combination of two challenges. The "structural change challenge" is focused on moving resources from traditional low-productivity activities into modern, more productive industries. The "fundamentals challenge" faced by policy makers in the developing world is about how best to develop broad capabilities such as human capital and infrastructure. While the two are inextricably linked, they are conceptually different, and making this distinction is one of the contributions of this book. The overview also includes a description of the common methodology used in the country studies, a discussion of data and measurement issues, and a synthesis of the findings.<br></p>

Annotation In the early 1980s, Tanzania's agricultural exports collapsed. Subsequently, economic reforms were introduced to allow market forces to play a greater role in the economy. Since 1993, however, the government has spent less on agriculture. While a recent World Bank study argues that Tanzania should focus its investment on the urban sector, this report contends that investment in the agricultural sector has proven advantages. To support their argument, the authors ask: Is agriculture a lead sector for poverty alleviation in Tanzania or a follower? To address this topic, this report poses the following four questions concerning the place of agriculture in Tanzania's economy: * What is the overall effect of agricultural and macroeconomic reforms since 1986 on incentives in the agricultural sector? * What has been the performance of the agricultural sector in Tanzania since 1986? In particular, how can we reconcile figures showing a high rate of agricultural gross domestic product growth with stagnant food production data? * What are the trends and patterns in poverty and nutrition in Tanzania? What do they tell us about actual agricultural performance and needed priorities in economic development? * What is the role of agriculture in overall economic growth in Tanzania? How much priority should the government put on agricultural development compared to other sectors? The report was prepared by the International Food Policy Research Institute in collaboration with the World Bank, the Government of Tanzania, and local experts. The Governments of Denmark and Sweden financed most of the study that led to this report. The book “Gender and Governance in Rural Services: Insights from India, Ghana and Ethiopia” provides policy-relevant knowledge on strategies to improve agricultural and rural service delivery with a focus on providing more equitable access to these services, especially for women. It focuses India, Ethiopia, and Ghana, and focuses on two public services: agricultural extension, as an example of an agricultural service, and on drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. It provides empirical microlevel evidence on how different accountability mechanisms for agricultural advisory services and drinking water provision work in practice, and analyzes factors that influence the suitability of different governance reform strategies that aim at making service provision more gender responsive. It presents major findings from the quantitative and qualitative research conducted under the project in the three countries, which are analyzed in a qualitative way to identify major patterns of accountability routes in agricultural and rural service provision and to assess their gender dimension. The book is intended for use by a wide audience interested in agricultural and rural service provision, including researchers, members of the public administration, policy makers, and staff from nongovernmental organizations (NGOs) and international development agencies who are involved in the design and management of reform efforts, projects, and programs dealing with rural service provision.

Policymakers and technology development institutions have mostly focused on high-potential farming areas, which have better resource endowments and greater access to markets and infrastructure than less-favored areas. However, in developing nations more than one billion people live in less-favored areas, where, despite disadvantages, appropriate policies and programs can generate high returns and contribute significantly to poverty reduction. IFPRI and its partners' research in the highlands of Ethiopia shows how poverty and land degradation can be reduced in a less-favored area. Using a bioeconomic model to analyze the effects that land degradation, population growth, stagnant technology, market imperfections, and increased risk of drought have on household production, welfare, and food security, the report gauges how alternative policy choices affect poverty and land degradation. According to the study, land quality and household welfare are both in peril in the Ethiopian highlands. The population in the region could suffer devastating effects if proper policies are not put in place. The bioeconomic modeling approach used in this study can be usefully adapted and applied in many other settings and at larger spatial and socioeconomic scales

<p>This book describes how Bangladesh transformed its food markets and food policies to free the country from the constant threat of famine. Since 1990, the Bangladeshi government has dismantled its food rationing system, privatized grain distribution, eased restrictions on international trade, and reduced its own presence in grain markets. The foundation for these developments was laid in the preceding decades. Improvements in agricultural science in the 1970s roughly doubled farm yields, while in the 1980s liberalization of irrigation restrictions, the lifting of import barriers to irrigation technology, and the privatization of fertilizer distribution rapidly increased rice cultivation. These increases in production, coupled with improvements in infrastructure and a more slowly growing and increasingly urban population, have substantially changed the structure of food grain markets, leading to increased marketing volumes, lower prices, and significantly larger private grain stocks.</p> <p>The book sets the Bangladeshi case in the larger context of the South Asian subcontinent and other developing countries in Asia. The authors examine the shifting structure of supply and demand in the grain markets, the history of government intervention in those markets, and the more recent changes that altered the arguments for such intervention and led to policy changes.
