Global population growth is urban growth and, therefore, most of the water-related challenges and solutions reside in cities. Unless water management and water governance processes are significantly improved within the next decade or so, cities are likely to face serious and prolonged water insecurity, urban floods, and/or heat stress, which may result in social instability and, ultimately, massive migration. Aging water infrastructure, one of the most expensive infrastructures in cities, is a relevant challenge in order to address Sustainable Development Goal (SDG) 6: clean water and sanitation, SDG 11: sustainable cities and communities, and SDG 13: climate action. The choice of good governance arrangements has important consequences for economic performance, for the well-being of citizens, and for the quality of life in urban areas. The better governance arrangements work in coordinating policies across jurisdictions and policy fields, the better the outcomes. Rapidly-changing global conditions will make future water governance more complex than ever before in human history, and expectations are that water governance and water management will change more during the next 20 years compared to the past 100 years. This exciting new volume examines the development of market performance from Antiquity until the dawn of the Industrial Revolution. Efficient market structures are agreed by most economists to serve as evidence of economic prosperity, and to be prerequisites for further economic growth. However, this is the first study to examine market performance as a whole, over such a large time period. Presenting a hitherto unknown and inaccessible corpus of data from ancient Babylonia, this international set of contributors are for the first time able to offer an in-depth study of market performance over a period of 2,500 years. The contributions focus on the market of staple crops, as they were crucial goods in these societies. Over this entire period, all papers provide a similar conceptual and methodological framework resting on a common definition of market performance combined with qualitative and quantitative analyses resting on new and improved price data. In this way, the book is able to combine analysis of the Babylonian period with similar work on the Roman, Early-and Late Medieval and Early Modern period. Bringing together input from assyriologists, ancient historians, economic historians and economists, this volume will be crucial reading for all those with an interest in ancient history, economic history and economics.

While humans are able to perceive their environment almost instantly and reliably under a wide range of conditions, computer vision systems work well only under controlled conditions in limited domains.</p> <p>This book sets out to reproduce the robustness and speed of human perception by proposing a hierarchical neural network architecture for iterative image interpretation. The proposed architecture can be trained using unsupervised and supervised learning techniques.</p> <p>Applications of the proposed architecture are illustrated using small networks. Furthermore, several larger networks were trained to perform various nontrivial computer vision tasks.</p>

The innovative progress in the development oflarge-and small-scale parallel computing systems and their increasing availability have caused a sharp rise in interest in the scientific principles that underlie parallel computation and parallel programming. The biannual "Parallel Architectures and Languages Europe" (PARLE) conferences aim at presenting current research material on all aspects of the theory, design, and application of parallel computing systems and parallel processing. At the same time, the goal of the PARLE conferences is to provide a forum for researchers and practitioners to ex{u00AD} change ideas on recent developments and trends in the field of parallel com{u00AD} puting and parallel programming. The first ~wo conferences, PARLE '87 and PARLE '89, have succeeded in meeting this goal and made PARLE a conference that is recognized worldwide in the field of parallel computation. PARLE '91 again offers a wealth of high-quality research material for the benefit of the scientific community. Compared to its predecessors, the scope of PARLE '91 has been broadened so as to cover the area of parallel algo{u00AD} rithms and complexity, in addition to the central themes of parallel archi{u00AD} tectures and languages.
