The Philippine economy has grown rapidly since 2010, but despite this growth, poverty and inequality remain high. Two-thirds of the poor live in rural areas, and the weak performance of the agriculture sector has contributed to the slow improvement in livelihoods. The challenge for agriculture will further increase, with climate change posing a growing threat to the sector. But agricultural transformation to spur sustained growth and reduce poverty is still possible under climate change with aggressive institutional reforms and implementation of the right mix of policies and programmes. The identification of the suitable policy and programme combination requires an accurate assessment of the key drivers of agricultural growth and food security; the impacts of climate change on agriculture and the overall economy; and the effectiveness of policies for adaptation and growth. This book addresses these big issues, focusing on enhancing the adaptation capacity of the Philippine agriculture sector. It is designed to provide a much-needed base of knowledge and menu of policy options to support decision- and policymaking on agriculture, climate change, and food security. The volume uses newly generated data, modelling outputs, and innovative analyses to provide a scientific basis for a variety of adaptation measures under different sets of climate change scenarios to guide decision-makers in strategic planning and policy formulation. The worlds population is expected to reach 9 billion by 2050. Climate change, population, and income growth will drive food demand in the coming decades. Baseline scenarios show food prices for maize, rice, and wheat would significantly increase between 2005 and 2050, and the number of people at risk of hunger in the developing world would grow from 881 million in 2005 to more than a billion people by 2050. Food Security in a World of Natural Resource Scarcity: The Role of Agricultural Technologies examines which current and potential strategies offer solutions to fight hunger. The type and effectiveness of agricultural technologies are highly debated, and the debates are often polarized. Technology options are many, but transparent evidence-based information has been inconclusive or scarce. This book endeavors to respond to the challenge of growing food sustainably without degrading our natural resource base. __Markets for Water: Potential and Performance__ dispels many of the myths surrounding water markets and gives readers a comprehensive picture of the way that markets have developed in different parts of the world. It is possible, for example, for a water market to fail, and for the transaction costs in water markets to be excessive. Too often water trading is banned because the water resources have been developed with public funds and the water agencies do not want to lose control over water. There is also a concern that poor farmers or households will be disadvantaged by water trading. These concerns about public resources and the poor are not very different from those that have been voiced in the past about land sales. The problem is that in many cases the poor already have limited access to resources, but this limit is not due to water trading. In fact, water trading is likely to expand the access to water for many small-scale farmers. __Markets for Water: Potential and Performance__ provides an analytical framework for water market establishment. It develops the necessary conditions for water markets and illustrates how they can improve both water management and economic efficiency. Finally, the book gives readers an up-to-date picture of what we have learned about water markets in a wide range of countries, from the US to Chile and India.
